one of the clips thursday before the tragic incident was all in spanish. So it puts me at *** great disadvantage but there was English on the other one that prices I think the point you made in your news release, you responded What message was delivered to your officers unseen by the woman in this case first. And their first call was *** response to threats and progress. When we classify the calls, the call takers do that for us. The dispatchers put them in the system that goes out to the officers and you can classify them in different tiers. So *** basic call might be an information call and then the next year it might be you know threats or harassment. And then on top of that would be threats in progress. So it was classified at the highest level. So they responded to *** thinking it was *** threat call and when they got there look what were they told on scene. The lady had expressed fear of the thought that perhaps her husband may have had *** gun and then the officers need to determine his crime been committed. Has *** threat been made Now an immediate imminent threat in the van of an assault which is *** crime or is it something that you’re worried about? Just might happen. So our first officer had to use *** translator that’s on the video you can see answer what was the threat that was made. They talked for *** few minutes and then we got officer Sanchez there who speaks fluent spanish and they had nice dialogue and she asked lots of questions they were able to talk, provide her information That your officers at least from the one clip, the 24 minute clip that had *** good bit of English in it. They were satisfied that while she was uneasy that *** threat had not been made, *** crime had not been committed. And one of your officers even commented, I believe to the 15 year old, I don’t think anything’s gonna happen. But we want to make sure before we leave based on her answers to the questions. They didn’t have any crimes. As the chief said at his first press conference, they kind of try to ask different ways and they spoke for several minutes to make sure and that’s why you hear officer Burke on the video. At one point they’re discussing this translator. Let’s use it. Let’s make sure. So who goes to the officers? What did she say that she was scared and she said that he was jealous and she was afraid for her life. Why the police more? There have been no crime committed. State florida finds domestic violence for us and it’s familiar relationships and certain crimes assault, battery, rape, false imprisonment. None of those crimes had occurred. So it didn’t rise to the level of domestic violence. We could not have made an arrest. There wasn’t *** sufficient quantum of proof, there wasn’t probable cause *** crime has been committed. She did have worry concerned about it. She did say that he had been jealous. But those things, um, constitute crimes. I think someone will ask why you guys didn’t go. If she thought there was *** gun in the condo, why you didn’t go in and look, she could have given you permission, right? She could have. So that’s gonna be *** flow chart analysis. So guys go in and she could have given us permission. The next step would be if he was going to allow it. If he had objected the law in florida as we can’t go in with him object. But let’s just say assuming arguendo he was okay with it. And we went inside. Um, and then let’s just assume maybe if we would have found something, what if there had been *** gun on the dinner table. Um, we couldn’t have taken it from it was his and he was allowed to have it as officers were trying to deescalate. So think about it when we leave, we don’t want to leave them angry, upset or exacerbate the situation. If we had gone in there and searched his bedroom and then got in our cars and left, they probably would have made *** bad situation worse. So I think they did good use of discretion by not pushing that when, when you’re talking about victims of domestic violence And you know, some of them are very scared to speak up. This woman called 911, obviously she was scared because you just don’t want to talk to somebody, right? So they get there. She says she’s scared still should there have been more separation between her and suspect because she kept looking over her shoulder at was sort of like peering at as almost like *** fear tactic torture. Like don’t say should there be more separation? Should the officers have separated them? Even heard officer Sanchez did make those attempts on the video and she says, do you want to talk over here? And she tries to see if she wants to do that. She won’t um, he was outside. But you can also hear another thing he was outside because he didn’t even know she had called and he didn’t know what was going on and you can hear the difference. I don’t even know what’s going on. So based on his subjective mind set him not knowing what’s going on. I don’t think he was trying to intimidate her because he didn’t know what she was doing. Could this have been the catalyst for the murder this call because he seems shocked as to why guys were there that she called him called you guys on him. Could this have been the catalyst for that triple I don’t think in and of itself because we know that the next day on the 10th he picked up the firearm and The 10th, 11th 12th. So no, I don’t think so. They had historical issues and I don’t know what happened that morning with his mind. I don’t know why he snapped The night we were out there on the 9th. There weren’t any indications to us that he would have the capability to do. You know the unthinkable days later. So I would, I would say no. You did indicate in your news release. I think it was like update for that. The gun was not there. As we talk here today, you guys are more firm in that belief that he picked up the gun that he did have the day after you. The officers were on the sidewalk there in front of the car. Yeah, on the 10th we’ve got him in the gun shot picking up the gun the next step. What was she advised to seek shelter or it was discussed about her leaving him or separating from him. Officer Sanchez had given her some advice. Um, she was directed that she could use the court system or the clerk of court. The officers also offered them both of themselves up as resources. They said, here’s our number, here’s our name. You can call us back for anything that’s on the video. So um, we were giving her everything. We could, anything that the harbor house safe house of seven old. Do you know if that was offered up to hers as ***, as *** resource. Um, I don’t see him say those words on the video. But again, if it’s not *** domestic violence crime. um, maybe that was not where the officers went because the crime had been committed and she seemed to be more interested in the divorce and separating from your components. That would be more through the court system than *** shelter. I guess they good morning. She says, I have my mom and my son. She said she didn’t want to leave that. Right. Yeah. And we can’t make her, you know, we wish wish we could, but we can’t make her well. And also most of the shelters, they’ll take the family dog, they’ll take the family cat if it keeps somebody from seeing in an abusive relationship for the wrong reason. No, that was that articulate, benefits her mom and her son that she was worried about that. They can all go well. Not with your level of specificity, but officer chances did try multiple times to talk to her and find her what she couldn’t, couldn’t do. And I feel like the officers did everything they could that night. Absolutely. Crime would have been able to do *** lot of things *** little different anymore. Yes. No, Not this afternoon. Did you guys find any other domestic violence issues with this couple? I know that, yeah, that’s still in progress. And there’s one of my investigators right there. We’re trying to do some research. We had heard, there may have been some, we want to make sure there aren’t any reported ones anywhere And we’re still, we’re still working and you don’t have anything funny at this point not definite While you wait 15 minutes to get into the house after you In the video. Yes. You wait 15 minutes. Well 15 minutes to get in. I like that. Yeah it’s actually that was actually *** short amount of time. There’s different response scenarios that we have in different protocols. We have um those officers had to secure the scene first. We had to figure out what department it was coming from what exactly was going on. They also wanted to provide for the safety of the people who lived around there. You’ll see on the video they’re doing evacuations. So absolutely indicators that there was shooting in progress or there was yelling or screaming for help. The officers were actually doing what they’re supposed to do to set up first. Um It’s not always the best protocol. It just go in hard charging with guns blazing straight up so they actually handled it well what do you what is your what is the advice to after seeing something like this in hindsight with this woman who called days before has had what is your advice to people who believe they’re in *** similar situation? What do you say to those people? So that’s something like this doesn’t the first thing I say from *** law enforcement standpoint because you have asked about our response is it’s possible make no mistakes and still lose. Um And that same thing runs true in life so early as fast as you can, as maxim as possible. Get the assistance you need reach out to people. Um Don’t wait. Don’t think it’s going to get any better because it’s not had this woman sought shelter before even calling you. She’d be alive. Classic. Yeah. On the 9th, you know our officers have *** lot of skills. They don’t have pre cognition. So I can’t tell you for sure. But we would encourage anybody remotely afraid of something at home contact us now that you know, there are resources, there’s officers that want to help. We’ve got great community resources with the shelters. Let’s try to prevent this from happening to anybody else. Harbor House actually said to me the other day that they had not heard unfortunately from her, that is something that people need to be aware of. That Those resources are out there. I mean, I know the first instinct is probably to call law enforcement, but there are the resources they can call who have expertise in getting them and into *** safe place. Yeah, above the law, there’s community resources, there’s not for profit groups, there’s different government orders hotlines, there’s there’s civilians, there’s all kinds of different get help the US. So we want everybody to try to those things. I don’t know if it’s too early yet or not autopsy you guys completed the autopsy. Is there anything gun shots such as bruising. Mhm Or things like that? What happened to that? No. Um I don’t have the full autopsy reports that will take some time to get back. But the our investigators were there. They were because of the gunshots. There was no other obvious things. Now I can’t tell you that the report might be toxicology, come back, have photographs and everything. But no, I think maybe you’re asking was there anything else? And I believe the answer is no.

WESH 2 will stream the news conference above at 3:30 p.m. Police say the people killed were Zuleika Del Carmen Lopez Avila, 43, Victor Araujo Lopez, 15, and Mileida Carmen Lopez Avila, 75.Carlos Manuel Soto, 51, was named as the subject who then turned the gun on himself. Officials identified the victims as Soto’s wife, mother-in-law and stepson.
